What we do

Learning4Development was founded by Jo Thomson and Belinda Lucas in 2013. We are a leading provider of innovative and impactful approaches to international development. We are trusted partners to governments, multilateral organisations, and NGOs in over 30 countries.

Design, monitoring, evaluation and learning

We design and evaluate development programs and public-private initiatives. Our team are DMERL specialists with thematic expertise in areas including: gender, safeguarding, women's economic empowerment, and public health.

gender equality, disability and social inclusion (GEDSI)

An intersectional GEDSI lens can make development work better for everyone. We conduct organisational GEDSI assessments, design GEDSI transformative programs and serve as long-term GEDSI advisers on donor-funded programs.

quality standards and organisational assessments

Sector standards are core to L4D's contribution to the sector. We have developed and revised international sector standards and led the accreditation or certification against various standards of over 200 organisations.

safeguarding (pseah and child protection)

We are global experts in the prevention of sexual exploitation, abuse and harassment, and child protection in the international development and humanitarian sectors.

public health and health systems strengthening

Jo Thomson leads our public health practice, working with governments and other partners to strengthen public health systems.

women's economic empowerment and inclusive development

Belinda Lucas is a women's economic empowerment and inclusive development expert, working with governments and the Asian Development Bank to drive inclusive growth and stronger partnerships with the private sector.

training, e-learning and mentoring

We deliver training and ongoing support in governance, accreditation, organisational effectiveness, design and M&E, sector standards, GEDSI, safeguarding, programming, and partnership approaches.
