We first started working together as consultants nearly 20 years ago. We are development practitioners who combine years of practical experience with strong theoretical knowledge providing workable and pragmatic advice and solutions. As a global network of values-driven development practitioners, we're brought together by a commitment to make development more effective and more inclusive.

Jo Thomson

Director

Jo started her development career as a nurse working in street clinics in Calcutta. Since then, she has worked with local civil society organisations, INGOs, multilateral organisations, and governments in the international development and humanitarian sector for over 30 years. Jo has extensive experience and expertise in design and evaluation, public health and health systems strengthening, safeguarding, gender equality and social inclusion and global sector standards. Jo leads L4D's public health practice. Her work has included designing and evaluating complex development, public health and human rights programs, designing and advising NGOs on strategy, governance, policy, operational procedures, partnership and program management, and providing advisory and training services for UN agencies and governments. Jo has extensive experience working in South and Southeast Asia, the Pacific, and Eastern and Southern Africa. Jo holds a Master of Public Health and Graduate Diploma of International Social Development. Jo is a Board Director of CARE Australia and Accountable Now, and is a member of the Gavi Alliance Independent Review Committee.

Belinda Lucas

Belinda has twenty five years' experience in international development and the humanitarian response. Her work in women's economic empowerment, human rights, gender equality, social inclusion, and quality standards has taken her to Timor-Leste, the Occupied Palestinian Territories, Mali, Costa Rica, Thailand, Vietnam, Indonesia, Nepal, Sri Lanka, the Philippines, Fiji, Papua New Guinea, Tonga, Samoa, Solomon Islands, Kenya and Uganda. Belinda is an analyst and innovator and brings these skills to her work in setting standards, developing strategy, program design, evaluation, and capacity development. She is the gender and social inclusion adviser to several international development programs in the Pacific, and leads L4D's inclusive development and women's economic empowerment work. Belinda holds a Global Executive MBA, Master of International Social Development, and a Bachelor of Commerce. She is the Chair of ChildFund Australia, where she has served as a Board Director since 2015.

Tiffany Hales

Research Consultant

Tiffany has worked in research, evaluation, and policy for governments, NGOs, and universities in Australia and the Pacific. Tiffany joined L4D in 2022 and has made a substantial contribution to L4D's research capabilities through her skills and experience in data analysis and synthesis, evaluating program effectiveness, literature review, and report writing. Tiffany holds a Bachelor of Arts and Bachelor of Social Science, and is currently a Master's student in Human Rights and Humanitarian Action at Sciences Po.
